Janet R. Oliva, Ph.D. is the past president of the International Criminal Investigative Analysis Fellowship, Inc., (ICIAF), and has served on the ICIAF Board of Directors since 2013. Dr. Oliva served as ICIAF President from 2015 to 2020. She earned her Bachelor of Science degree at Brenau University in Gainesville, Georgia, and Master of Education and Doctor of Philosophy degrees at The University of Georgia in Athens, Georgia. Dr. Oliva also earned an additional Master of Science degree in Clinical Rehabilitation and Mental Health Counseling from Thomas University in Thomasville, Georgia.

A social science researcher and published author, Dr. Oliva has over 25 years of law enforcement experience. She is a retired inspector and behavioral scientist of the Georgia Bureau of Investigation (GBI). During her tenure with the GBI, Dr. Oliva was considered the state’s leading child abuse expert and developed and delivered numerous law enforcement training programs relating to sexually motivated crimes and crisis intervention. In 2002, Dr. Oliva was awarded the Georgia Peace Officer of the Year for Meritorious Service Award for her contributions to the law enforcement field.

Dr. Oliva has conducted research concerning law enforcement education and the classroom social-environmental preferences of police officers, and continues to conduct research regarding violent crime, victimization, and crisis intervention. Dr. Oliva has authored and co-authored numerous peer-reviewed journal publications, in addition to books, to contribute to the knowledge base of law enforcement and mental health practitioners. In 2012, Dr. Oliva authored a book written to assist practitioners, parents, and victim survivors in better understanding the criminal behavior of sex offenders. Dr. Oliva is an active member of Chi Sigma Iota Counseling Academic and Professional Honor Society International and Licensed Professional Counselors Association of Georgia, and is credentialed through the Commission on Rehabilitation Counselor Certification.
